The Regional Seminar on Industrial Statistics organised by the Statistics Division of the United Nations Industrial Development Organization (UNIDO) in the framework of the regional project " Improvement of industrial statistics and development of indicators of industrial performance for policy analysis in CIS countries" was held on August 29 – 31, 2018 in Rostov-on-Don, Russia.
The representatives of statistical services of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova and Russian Federation were invited to the seminar. Deputy Chairperson of Belstat Olga Dovnar and Head of the Statistical Register Division of Belstat Svetlana Nichiporuk took part in the work.
Participants discussed the issues concerning the compilation and maintenance of business registers, profiling the units of economic activity, methods of data collection for small business entities, the practice of working with the indices of industrial production. The representatives of Belstat made presentations on the topics: "Selection of small organisations for monthly collection of data on industrial production in the Republic of Belarus" and "Compilation and maintenance of Statistical Business Register in the Republic of Belarus".
To further develop the practice of working with the indices of industrial production, UNIDO expert Bernard Lefrancois visited Belstat on September 3 – 6, 2018 to provide technical assistance in the implementation of the "chain-linking method" of time series of indices of industrial production in the statistical practice of the Republic of Belarus.
Having studied the practice of industrial statistics in Belarus, the expert made the conclusion about its compliance with the international standards and gave recommendations on further improvements:
- to apply mathematical methods and software tools for recalculation of the time series of industrial production indices and their seasonal adjustment,
- to use a combined method of calculating indices of industrial production, combining deflation or extrapolation of the volumes of industrial production.
