Experience of Belstat in observing ethical norms in the production of official statistics presented at the II International Statistical Forum of the CIS: new technologies and data sources in statistics

On 2-4 October 2024, the II International Statistical Forum of the CIS: new technologies and data sources in statistics is being held in Tashkent, Uzbekistan. The Forum is organized as part of the implementation of the project “Development of the CIS Statistics” with the support of the Agency of Statistics under the President of the Republic of Uzbekistan and the CIS Executive Committee. Tsimafei Zhuharau, Deputy Chairperson of the National Statistical Committee of the Republic of Belarus, represents Belarusian side at the meeting.

Within the framework of the Forum, Mr Zhyharau presented the experience of Belstat in observing ethical norms when producing official statistics.

In his speech, the Deputy Chairperson of Belstat drew attention to the increasing relevance of the topic of ethical handling of data in the conditions of rapid digitalisation of society and growth in the volume of information.

‘Expanding application of alternative sources of information and GIS technologies in statistical practice, utilisation of artificial intelligence capabilities dictates the necessity of creating an ethical environment for working with data.’

The Deputy Chairperson of Belstat emphasised the importance of ethical handling of data at all stages of statistical production to ensure effective interaction with data owners and users.

‘The Republic of Belarus has established ethical rules for working with data, and a solid legal and institutional framework has been formed for their implementation,’ noted Mr Zhyharau.

The representative of Belstat also shared the plans for the development of Belarusian statistics in the field of data ethics and emphasised that the activities in this area will allow for avoiding digital manipulations and will enable us to carry out statistical activities in accordance with the principles established in the legislation.
