Abstract:

The statistical book presents data on the labour market in the Republic of Belarus in 2017 as compared with the previous years.

The statistical book contains detailed information on the number of population, labour resources, economically active and employed population, government employees in state bodies and other state organisations, qualitative staff composition and staff training, employee flows and use of calendar time budget, labour conditions, occupational injuries and diseases, number and qualitative composition of unemployed, unemployment rate, labour costs, wages and salaries of employees and distribution of employees by the size of wages and salaries.

Data on the number of employed population are given on the basis of the Labour Force Survey (section 3), as well as according to the balance of labor resources (formed on the basis of state statistical observations, the LFS, administrative data) (section 4).

Methodological differences in the formation of the number of employed population, based on two sources, are as follows:

- recording of the employed population, based on the LFS data, is carried out at the place of residence, and not at the place of work as in calculating the balance of labour resources;

- when forming the number of employed population, on the basis of the LFS data, the number of people on maternity leave, caring for a child before he/she reaches the age of three years, military service men, and people working outside the country are included, which is not taken into account when calculating the balance of labour resources.

The statistical book also contains separate indicators of the national list of indicators for monitoring the achievement of the Sustainable Development Goals and the Decent Work Indicators Framework.

Indicators for monitoring the implementation of the Agenda for Sustainable Development for the period to 2030 contain 17 global goals. Out of 17 goals 5 include tasks and indicators affecting labor market issues: Goal 1 «End poverty in all its forms everywhere», Goal 5 «Achieve gender equality and empower all women and girls», Goal 8 «Promote inclusive and sustainable economic growth, employment and decent work for all», Goal 9 «Build resilient infrastructure, promote sustainable industrialization and foster innovation», Goal 16 «Promote just, peaceful and inclusive societies for sustainable development, ensure equal access to justice for all and responsive, inclusive, participatory and representative decision-making at all levels».

The concept of decent work allows countries to assess progress in the achievement of decent work objectives within the framework of a single, diversified methodology that combines indicators characterizing quantitative aspects of work and the quality of employment.

Information by economic activity is provided according to the National Classification of the Republic of Belarus OKRB 005-2011 «Kinds of economic activity», approved by the Resolution of the State Committee for Standardization of the Republic of Belarus of December 5, 2011 No. 85.

The value indicators in Belarusian rubles for 2016 - 2017 are provided in the scale of prices effective from July 1, 2016 (1 BYN = 10 000 BYR), for the remaining years - in the scale of the prices of the corresponding years.

The data are presented in the time series by regions and Minsk city, by economic activity and by ownership type. The selected indicators are presented by cities and districts.

Brief methodological notes, diagrams and cartograms are provided for the selected indicators.
