During October21–23, 2014, Belstat hosted the 2nd Technical Assistance Mission of the INOGATE Expert Team on Energy Statistics which was conducted within the framework of the INOGATE Programme project “INOGATE Technical Secretariat and integrated programme in support of the Baku Initiative and the Eastern Partnership energy objectives”, Component D: Support to statistical cooperation. The purpose of the mission was to proceed with the further implementation of the Energy Statistics Action Plan for the Republic of Belarus.
The main objectives of the project and its component D are to support Partner Countries in the development of institutional frameworks for energy statistics to harmonise them with the international standards as well as to improve methodological approaches to the collection and compilation of official energy statistics, compilation of energy balance sheets and computation of energy efficiency indicators. The project is also aimed at promoting the cooperation between government agencies in the field of energy statistics.
The mission held a number of meetings with Belstat specialists and representatives of the Ministry of Economy, Ministry of Energy, Department for Energy Efficiency of the State Committee for Standards, and research organisations.
The mission discussed issues related to the implementation of household survey of energy efficiency in Belarus, which is essential for receiving detailed statistical data on energy consumption in the household sector by main uses, i.e. for heating, hot water supply, cooking, lighting.
Such survey will be conducted for the first time in the country. Its main objective is to create an information basis for strategic decision-making aimed at reducing energy consumption in the country and, particularly, in such energy-demanding sector of the economy as household sector.
The mission also focused on the new format of energy balance sheets harmonised with the International Energy Agency format. Belarus is planning to switch to this format from 2016.
