The High-Level Seminar on "Modernization of Official Statistics" took place on October 23 – 25, 2018 in Kiev, Ukraine. It is organized annually by Eurostat – the Statistical Office of the European Union for the senior management of national statistical institutes of the Eastern Europe, Caucasus and Central Asia (EECCA) countries and Mongolia to discuss topical issues of development of national statistical systems.

At the meeting on preparation of the EU/WHO status report on alcohol consumption and technical consultations on the European Information System on Alcohol and Health organized by the WHO European Office for the Prevention and Control of Non-communicable Diseases, Deputy Chairperson of the National Statistical Committee of the Republic of Belarus Elena Kukharevich presented the experience of the Republic of Belarus in developing methodological approaches to the estimation of unrecorded alcohol consumption.
